Mayor tells residents not to die, or they will be punished

The mayor of the small village of Sarpourenx, in Bordeaux, France, has threatened residents with severe punishment if they die. That's right, you get punished if you die. Why? There is no room left in the local cemetery to bury them.

Mayor Lalanne told the 260 village residents that all persons not having a plot already in the cemetary and wishing to be buried in Sarpourenx are forbidden from dying in the parish. And offenders will be severely punished.

I'm not sure how you go about not dying in the parish. I assume this directive means don't expect to get buried in the local cemetery if you have not already bought a plot? And, just how is the mayor going to punish the dead?
