may be going where no city has gone before. They are in the process of considering the implementation of regulations for new home construction that will force builders to pay up if the homes they construct aren't exceptionally energy efficient. On the flip side, they will give builders cash rewards if they construct homes that are at least 45% more energy efficient than the minimum standard.
This plan will go before Portland residents in a series of hearings in January. If the new regulations are passed, they will go into effect in 2010.
